The European Commission has announced that the Implementing Regulation on the Authorisation of CBAM declarants has been adopted on 17 March 2025 and is published on the Commission website.

This allows importers and indirect customs representatives to apply for the status of CBAM Authorised Declarant in order to import CBAM goods from 1 January 2026.

The Authorisation Management Module (AMM), which is the form that importers and indirect customs representatives must use for the application process and management of authorisations by the competent authorities, is active from 31 March 2025, in the CBAM Register, .

Priorities
In line with the commitment to simplify the CBAM Regulation and the new proposal for a de minimis threshold of 50 tonnes in mass, the Commission encourages competent authorities to advise importers who expect to exceed the de minimis threshold for the import of CBAM goods to apply for an authorisation as soon as possible.

Similarly, importers who do not expect to exceed the threshold should be advised to wait until early autumn to submit an application for an authorisation.
